1. Log In to the Portal das Finanças

Begin by visiting the Portal das Finanças. Use your NIF (Número de Identificação Fiscal) and password to authenticate yourself. If you don’t have a password, you’ll need to request one through the portal.


2. Navigate to "e-arrendamento"

Once logged in, you have two ways to access the rental section:

  • Option 1: Click on “Serviços Tributários,” then select “Cidadãos,” followed by “Entregar,” and finally, choose “Arrendamento.”
  • Option 2: Alternatively, click directly on the "e-arrendamento" button on the homepage after logging in.


3. Start the Rental Contract Registration

Select “Comunicar Início de Contrato” from the available options. A form will appear where you must enter all relevant details about the rental agreement.


4. Fill in Contract Details

  • Contract Characterization: Input a reference name to identify the property related to the contract.
  • Type of Contract: Choose the type of contract, such as "Arrendamento" for a standard lease.
  • Purpose: Specify the contract’s purpose, such as “Habitacional Não Permanente” for a non-permanent residence.
  • Contract Dates: Enter both the start and end dates of the contract.


5. Identify the Property

The portal will automatically list the properties registered under your NIF. Select the appropriate property that the contract pertains to.


6. Identify the Landlords and Tenants

  • Landlords: Automatically, the system identifies the landlord by their tax identification number (NIF). If applicable, you’ll need to manually add the NIF of a spouse if married under certain property regimes.
  • Tenants: Tenants, known as lessees, should be identified by their NIF. You’ll also need to specify each tenant’s country and choose the appropriate withholding tax option.


7. Specify Rent and Payment Details

Indicate the rent amount and frequency (usually monthly), and specify any additional expenses, such as condominium fees if they are charged to the tenant.



8. Save and Submit

Once you’ve entered all the details, click “Guardar Rascunho” to save your progress. After verifying the information, submit the contract by clicking “Submeter.” The portal will generate a document for the payment of the Stamp Duty (Imposto do Selo), which is 10% of the first month’s rent. This tax must be paid by the end of the month following the start date of the lease.
